Council of Governors

Who are the Governors?

There are three types of governor:

Public - elected by Members of the Trust who reside in a constituency (Swindon, Northern Wiltshire, Central Wiltshire, Southern Wiltshire, Oxfordshire and West Berkshire or Gloucestershire, Bath and North East Somerset)

Appointed - appointed by other organisations (stakeholders) who have an interest in the work of the Trust.

Staff - members of Trust staff, elected by members of Trust staff

Although these Governors are appointed in different ways, all Governors have an equal seat at the Council of Governors.

What do the Governors do?

The Council of Governors meets quarterly and is responsible for representing the interests of NHS Foundation Trust members and partner organisations to the Trust Board of Directors. The Council is responsible for holding the Board of Directors to account for the Trust's performance.

There are four working groups made up of different governors:

Patient Experience Working Group - meets to consider issues affecting patient safety and quality

Finance Working Group - meets to consider the Trust's budgetary position

Nomination and Remuneration Working Group - meets to consider the appointment of non-executive directors etc

Membership Working Group - meets to consider membership engagement projects and strategies


Governors represent the views of Trust Members and so raise questions with or bring issues to the Board of Directors for response or comment on behalf of Members.

You can get in touch with any of our Governors by contacting the Membership Officer either by email: foundation.trust@gwh.nhs.uk or telephone 01793 604185, where your queries or comments will then be forwarded to the relevant Governor.

How can I become a Public Governor?

You must be a Member of the Trust in order to stand for election as Governor. For details about membership please click here. You must be 18 or over.

You must stand for election in the constituency in which you reside. You can learn more about standing to be a governor by clicking here.

Who are my Governors?

You can find out who your Governor representatives are by looking below and finding the area you live in. For example, if you live in Swindon, you will be represented by our Swindon Governors.  If you live in Calne, you will be represented by our Wiltshire Governors.  If you are a staff member or a volunteer, then you should contact one of our staff representatives.  If you are at all unsure about which Governor represents you, please contact the Membership Officer by email: foundation.trust@gwh.nhs.uk, who will confirm which constituency you are in and therefore who your Governor is.

Vicki Barnett, Staff Governor    Elected 10-Nov-11

Vicki Barnett

Vicki Barnett has been nursing for 26 years, and has worked in various roles over the years - Auxiliary, SEN and RGN, and is now the Sister in the Discharge Unit at GWH. Vicki has worked for 3 different Trusts, the Private Sector and Prison Service during her career, joining what is now The Great Western Hospitals NHS Foundation Trust in 2000, whilst still at PMH. Vicki feels Nursing and Auxiliary staff should be represented in this ever changing climate, to ensure they continue to be able to provide the high standards of care we achieve as a Trust.

Lisa Campisano, Staff Governor   Elected 14-Nov-12

Lisa Campisano

Lisa has spent the whole of her working life, some 35 years, working in Finance within the Swindon Hospitals. Lisa was born in Filadelfia Italy and the youngest of five and now lives in Wroughton. Lisa enjoys reading / theatre, travelling and meals out with friends.

Peter Hanson, Staff Governor   Elected 4-Nov-10

Peter Hanson

Peter trained at Cambridge and Westminster universities and qualified in 1982.  Peter received a doctorate from Cambridge in 1992 in infection control and AIDS and became a fellow of the Royal College of Physicians in 1995.  Peter was appointed as a consultant at the Princess Margaret's Hospital in 1993 and has since chaired the research and ethics committees and headed up a major research and development department.  Peter plays a major role in undergraduate education as an Associate Academy Dean.  Peter is married to a local GP with two children and sees health service issues from a community and primary care perspective as well as a hospital perspective.

Harry Dale, Public Governor - Swindon Constituency   Re-elected 4-Nov-10

Harry Dale

Harry Dale has worked in a number of jobs over the years, starting in Nursing in the RAF specialising in Aviation Medicine and Recompression Chambers.  On leaving the forces Harry changed direction completely and went into Commerce as a Supply Manager and Retail Buyer being involved with several major High Street retailers over the years.   Harry is also a husband and father of two boys so over the years family have been a huge part of his life - Harry believes that trying to find that balance between work and home has been a major challenge and as time has passed the adage "work to live don't live to work" has featured more in his life.

Kevin Parry,  Public Governor - Swindon Constituency   Elected 10-Nov-11

 Kevin Parry

Kevin Parry has lived in Swindon most of his life and is married with two children.  Kevin has worked for Honda Of The UK Manufacturing for the last seventeen years and is a Swindon Borough Councillor.  He has also been a School Governor for five years and is currently serving on two governing bodies - Covingham Park and Nythe Primary Schools.  In his spare time he enjoys spending time with his family, reading and going on holidays.

Phil Prentice, Public Governor - Swindon Constituency   Re-elected 14-Nov-12

Phil Prentice

Phil Prentice started his nurse training in 1953, after qualifying he was called up for National Service (after having a deferment to complete his SRN training).  Phil ended up completing 22 years service in the RAF, serving at hospitals in the UK, Aden, Germany & Salalah.  On leaving the RAF Phil worked at the PMH as Allocation Officer and later with UWE & Bath when they joined together to provide University courses.  Phil's main interest is his family, married for 55 years with two children and five grandchildren and one great grandchild.  Phil also spends a lot of time involved with the County Scout movement.  He is involved with various local voluntary groups in Wroughton and is very interested in sport, particularly cricket and spends a lot of time green bowling.

Rosemarie Phillips, Public Governor - Swindon Constituency   Elected 14-Nov-12

 Rosemarie Phillips

Rosemarie has many years of experience of campaigning on behalf of people with sensory impairments, and works as a key campaigner for the RNIB. She is used to acting as a patient advocate and believes that patients trust her to convey their views to managers making decisions, and herself has experience of using the Trust's services in several departments. Rosemarie is involved Swindon Borough Council's Equality Advice Forum and in the Hearing and Vision group at GWH.

Ros Thomson, Public Governor - Swindon Constituency   Re-elected 10-Nov-11

Ros Thompson

Ros was a senior nurse for many years working in the NHS and Private Sectors. During this time she acquired a range of management and teaching qualifications.

Mike Halliwell, Public Governor - Northern Wiltshire Constituency   Elected 12-Oct-12

Mike Halliwell

After training and qualifying as an electronics engineer Mike became involved in the design and procurement on a wide range of projects.  He later moved into computing and applying modern technology within the Water Industry. Before retiring in 2006 he ended up in the Environment Agency working on computing and communications across the country. For two years he was Chairman of the Telecommunications Association of the UK Water Industry. Mike has been very active with his two professional bodies throughout his working life acting as membership assessor, programme secretary, and publicity manager. He is married with two children and three young grandsons.

Meet Our Public Governors - Central Wiltshire Constituency

Janet Jarmin, Public Governor - Central Wiltshire Constituency   Re-elected 12-Oct-12

Janet Jarmin 

After 12 years working in the Inland Revenue and then for a firm of chartered accountants Janet took some time out to bring up 2 small boys.  Janet started nurse training at Royal United Hospital in Bath and took a post graduate course in nursing the elderly, after which she worked in the community on a 3 year feasibility study assessing the over 75 year olds.  This was followed by work with a GPs' surgery as a practice nurse specializing in the elderly.  Janet's various voluntary roles include being a trustee of Alzheimer's Support for 13 years, an elected member of Bath & District Community Health Council, member of Wiltshire Patient Participation Involvement Forum and is an elected core member of Wiltshire Involvement  Forum for which she sits on the Wiltshire & Bath Maternity Strategy Liaison Committee and Wiltshire NHS Breast Screening Steering Group.

Margaret White Public Governor - Central Wiltshire Constituency   Re-elected 12-Oct-12

Margaret White

After staying home for 16 years bringing up her family of 2 girls and 2 boys, Margaret went to work at her local Hospital, firstly as a Nursing Auxiliary then as Office Manager for 24 years.  Upon retirement she became a Town Councillor and 4 years later was elected Mayor for 2 years. Margaret was a County Councillor for 4 years.  She now works one day a week for Age UK as a volunteer in the Information and Advice section and is the Chair of Trustees for a Day Centre for the elderly.  Margaret has 9 grandchildren and 3 great grandchildren.

Srini Madhavan, Public Governor - West Berkshire and Oxfordshire Constituency   Re-elected 10-Nov-11

Srini Madhavan

Srini has a background in business and has worked internationally, dealing with technical products for diverse applications including medical applications. Srini has a good understanding of customer focussed, large complex organisations, financial matters and strategy. His wife has worked at the Trust for several years and he is a user of the Hospital services.

Meet Our Appointed Governors

Clive Bassett, Appointed Governor - Prospect House   Appointed 23-Nov-11

 Clive Bassett

Clive trained as a Chartered Accountant and is the Finance Director and Company Secretary for Beard, the regional construction Company. Prior to this Clive worked in a variety of senior roles including roles for a FTSE 10 company and KPMG.  Clive is Swindon born and bred and has two grown up children.  In his spare time Clive enjoys sport, photography and motor sport.

Jon Elliman, Appointed Governor - The Academy   Appointed 23-Nov-11

 Jon Elliman

Jon is the Associate Postgraduate Dean GP Education (Swindon). He has responsibility for overseeing the Swindon/Cirencester GP vocational training scheme, and the training practices within that patch. He was the programme organizer for the scheme for several years and saw many exciting changes over that time. He is a partner and trainer in a Swindon practice, and did his vocational training many years ago on this scheme. He feels fortunate to work with such a great group of colleagues, and enjoys meeting all the GPSTs from whom he learns much. He also looks after Swindon Town football club.

Jemima is the appointed Governor from Wiltshire Council, where she holds the portfolio for Adult care and housing.

Brian Mattock, Appointed Governor - Swindon Borough Council   Appointed 23-Nov-11

 Brian Mattock

Brian is the appointed Governor from Swindon Borough Council where he is the Cabinet member for Adult Health and Social Care.
